The Beginning
The year 1993 was a watershed year, nothing short of an ‘Acts 13’ experience! Asia Pacific Mission (Singapore) came into being under the leadership of the Holy Spirit with Bethany International University (then named BSM), called to be a blessing throughout the greater 10/40 Window nations and beyond. Just like the leaders of the church in Antioch who came from very diverse backgrounds, APM-BIU leaders also came from diverse backgrounds.
On a regular basis, they spent considerable time in prayer and worship seeking the face of God over several months. As a result of such waiting, the Spirit of God led them into a tremendous Missiological and spiritual breakthrough for impacting the nations in much the same way as Paul and Barnabas, the first commissioned missionaries of the New Testament Church did.
Solidifying the Team
BIU’s leaders came from very diverse backgrounds, Singapore, India, Africa and USA. Chinese, Indian, African and Westerners. We come from Brethren, Methodist, Anglican, Independent, Pentecostal and Charismatic backgrounds. Laying the Foundations
Our intense burden and desire has been to discern the mind of the Spirit for Missions Multiplication across Asia, Latin America and Africa. The results included Cross-Cultural Missionary training program for leadership training, Trainers Training Program for leader development, Non-Traditional Missionary Training program and a field missionary training program.
We anticipate seeing thousands of disciples made from the Restricted Access Nations, hundreds of churches planted among Unreached People Groups (UPGs), and scores of Missionary Training Schools established across the Greater ’10/40 Window’ nations, each in turn multiplying many more workers to fulfill the Great Commission! Prayer and Hearing the voice of God, has been foundational to every step forward. Hearing the voice of God is and always will be the key element in the ethos of Bethany International University.
The Present
Today, we exist to fulfill the Great Commission by serving in partnership with organizations. We are aware that only when we allow Jesus to be Lord, directing the program, will we be fruitful and effective.
Hence, Bethany International University (Singapore) has the vision of facilitating, training and equipping men and women for fulfilling the Great Commission, especially for Asians from Asia and Africans from Africa, and Latin and South Americans and others who are called to fulfill the Vision of bringing the Gospel of Jesus Christ of Hope and Salvation to their own unreached people groups that are yet to hear the Good News of the love of God.

Our Board of Directors
Dr John S H Tay studied Medicine in the University of Sydney, Australia, under the Colombo Plan Scholarship (1961-1966). He graduated with a First Class Honours, Distinction over the whole Medical Course and received the University's Medal of merit. He began his career as a medic. For his postgraduate studies, he trained as a Paediatrician and graduated with the Master of Medicine (Paediatrics) from the University of Singapore. He is a Fellow of the Royal Australasian College of Physicians, Royal College of Physicians (Edinburgh) and the Academy of Medicine (Singapore).
He was an academic staff at the National University of Singapore for 22 years, as Professor and Head of the Department of Paediatrics (1988-1995). He is married to Ivy, with two children and eight grandchildren.
He holds two doctorates in Genetics: Doctor of Medicine (thesis: Dermatoglyphics in Paediatrics) and Doctor of Philosophy (thesis: Genetic Structure of Singapore), both awarded by the National University of Singapore in 1977 and 1984 respectively. In 2007, he earned his third doctorate (Doctor of Philosophy) awarded by Bethany International University after five years of study that required research followed by dissertation.
He has published a few hundred research papers, many of which were in the field of Human Genetics. In 2008, he published two books: “God’s Destiny for You” (a devotional for 366 days) and “God’s Destiny for Your Nation” (a book with 10 chapters). In the years following he wrote and published a total of 10 books.
Jeffrey's spiritual journey began in Dec 1994 when he encountered God at RiverLife Church and had been pursuing Him since. At RiverLife, he served as Cell Group Leader and sat on the Mission Board, River Life Community Services & Financial Planning Panel. He now worships in City Revival Church since 2021.
Jeffrey, even as a businessman, had interest in Christian studies and graduated with a Diploma in Christian Education from Rhema Bible Training School in Singapore. Currently, he is also sitting on the Board of Blessed Grace Social Services and Watchman’s Home Community Service. He has been with the APM/BIU Board since 2012.
James was born in Singapore and graduated from Ngee Ann Polytechnic with Electronic and Electrical Engineering in 1976. A veteran in the marketplace and the church, James comes with more than 25 years experience in business and over 12 years in pastoral leadership.
Dr. Kevin is serving in Cambodia as a Tent Making missionary. Church membership lies with Trinity Methodist Church, was Ordained Minister with The Methodist Church in Singapore 1994-2006 and left his pastoral service to serve as a Missionary to Cambodia with The Methodist Missions Society 1998-2006. His business Missions endeavors include: Multi-level Marketing (USA), Sports Franchise (Singapore), Schools and Education Services, and Cottage Industry.
Dr. Lowe is a staunch advocate of Tentmaking as the preferred way of missions. He contributes to APM-BIU’s mission to reach the unreached by equipping missionaries to emulate St. Paul’s strategy of fulfilling the Great Commission, i.e., incarnational, marketplace oriented, financially independent, development and training of leaders.
Dr. Lowe has a Dip BS. (Ngee Ann Polytechnic, Singapore); B.Div (Trinity Theological College, Singapore 1994); MA Evangelism and Missions (Cliff College Sheffield University UK 2004); D Min (Asbury Theological Seminary Kentucky USA, 2007).
Dr Tan’s ministry spans a ministry of several decades as an evangelist, a church planting missionary, pastor and teacher. He has travelled all over Asia, North America, Europe, Australia, New Zealand and South America preaching and teaching the Word of God. He is a senior minister in Singapore who has pioneered church planting or has helped start many churches in his experience.
Dr Tan has a Bachelor’s degree equivalent and a Master’s. He earned his D.Min (degree) and a Doctor of Divinity (DD) was conferred on him in recognition of his long standing and outstanding service to Christian ministry.
He currently serves as the Chief Executive Officer (CEO) of Asia Pacific Mission Ltd (APM). APM is an indigenous Asian Mission Agency which trains and sends out missionaries to the Unreached Peoples of the Greater 10/40 window nations through its training arm the Bethany International University Singapore. Dr Tan is also the Chairman of Bethany International University (BIU).
Dr Tan is married and has two sons.
Dr. Tan regularly contributes to BIU's Newsletter, the Bethany Mission Link over the years.
He graduated from Bethany International University, being trained for Missionary Work and Pastoral Ministry, with a Bachelor's and Master's in Intercultural Studies (MAIS).
He has been a missionary to China for seven years, having successfully planted several churches and trained disciples to take over his work in China. He is now called to serve God in Japan as a missionary in this season of his life.
She has a Bachelor's degree in Science (B.Sc); a Master’s in Ministry (M.Min); and a doctorate in ministry (D.Min). In recent years she was conferred a honorary doctorate in Divinity (DD) for her long standing services in the work of the Kingdom of God.
Dr. Vasanthi had previously ministered effectively as Pastor’s wife, as Dean of Women in the theological college where she served with her husband shepherding the women students toward their God given destiny.
In 1993 she, along with her husband, became a part of the founding team of seven people of APM-BIU ministry in Singapore. Since then she has served as its Registrar in BIU.
Dr. Vasanthi regularly contributes her writings in BIU’s bi-annual Newsletter, “Bethany Link.”
Dr. Then was ordained in 1995 in the Anglican Diocese of Singapore and served in the pastoral ministry for more than 10 years. After leaving the Diocese of Singapore, he joined Alpha Singapore/Asia-Pacific as the assistant director and training consultant from 2003-2012. In the interim period, he pioneered the workplace and prison Alpha. He also served as part-time pastoral staff in churches where he coached the church Alpha teams to run the Alpha course.
Currently, Dr Then is serving as a teacher-trainer under Bethel Ministries (Singapore). He continues to run Alph courses (online and onsite) and serves as the regional coordinator for AIMS missions organization and REVIVE SCHOOL bible study, both US-based ministries.
He has been teaching at BIU, as well as a Alpha trainer since 2003.
Dr. Isaiah planned to serve God joined the ordained ministry Methodist Church to a life dedicated to serve God full time. Dr. Isaiah served as pastor, missionary, evangelist and church planter in various leadership roles within the Methodist Church. While faithfully doing so, he felt God was calling him to pursue his PhD in the Fuller Theological Seminary, USA in Missions. After graduating with his PhD he returned to the church and continued to serve in higher levels of leadership until in 1993 when God uprooted him with his family to respond to a ministry in missions in Singapore.
In Singapore he and his wife became a part of a founding team with like-minded missions leaders of a great ministry of training and sending national leaders known today all over the world as Bethany International University, of which he serves as its President till todate. Bethany International University known more as BIU, is a faith mission under its umbrella mission called Asia Pacific Mission. APM-BIU is committed to be a blessing to the unreached nations of the world by training leaders to multiply disciples to plant churches where there is no church.
Dr. Isaiah is the managing editor of Bethany Link, the bi-annual newsletter of BIU, to which he regularly contributes his writings of a cutting-edge missiological nature. He has mentored several doctoral candidates over the years and has authored and co-authored several articles on missiology.
Dr. Isaiah is married to Vasanthi Amabel, who is not only his life partner but his ministry partner as well serving together with her husband for more than 45 years. They have two young adult children.
Thomas is a businessman and marketplace minister having 30 years as founder & CEO of Decillion Group of companies specialize in the Financial Payment Messaging Platform. In his last 30 years, Thomas travels extensively in the Asia Pacific region and has good knowledge of business practice in these countries particularly in the Financial Services Industry. Thomas was based in P.R.C. as a Business as Mission Corporate Executive and helped plant a few local churches. Those were exciting times albeit a real test of faith in God in several encounters.
In 2015, responding to a burden and call for Japan, Thomas decided to explore the possibility of bringing the gospel to the land of the rising sun. He is now based in Fukuoka, Kyushu and working on Business as Mission concept where he connects with people, with the aim of bringing the gospel into the marketplace.
In Japan, he also sits on the Board of Alpha Japan and is a Director of a NPO, House of Creators in Okinawa. Thomas is married to Jun, and they minister together in the last 40 years.
He is married to Jenny since 1977 with three children, two daughters and a son. They have also been blessed with four grandchildren. He served for 27 years with the Republic of Singapore Air Force and retired in 1997 as a Staff Officer with the Ministry of Defense.
Following his retirement at 60, he was led to serve with Asia Pacific Missions (APM) and Bethany International University (BIU) where he was able to pursue his Doctor of Intercultural Studies while serving in various capacities as a core faculty member, and a public relations officer. He graduated with his doctorate in 2018, upon successfully satisfying all requirements for the DIS program.
As a Staff of APM-BIU in 2014, then subsequently a lecturer & faculty member in 2015. He was also appointed the Assistant Registrar of BIU of a short term Extension School in Perth, Australia.
He also serves as the Associate Pastor of Mennonite Church Singapore.

We hereby declare that we are a non-tuition charging (for foreign scholars) and CASE-TRUST exempted Christian educational and training institution of higher learning. All policies and procedures clearly stated in this website are a true and clear reflection of what we stand for.

We offer dedicated support to Students.
An average teacher-student ratio is 1:3.
The full-time capacity for graduate level training is about 30-40 students, and the part-time evening class varies from 50-200 students.

We prioritize a culture of prayer & worship.
Prayer and Hearing the voice of God is the key element in the ethos of the training philosophy of Bethany International University, foundational to every step we’ve taken. We attribute the missiological and spiritual breakthroughs we’ve seen, in impacting nations, due to this spiritual discipline.

We are wholly dependent on the Spirit’s leading.
Missionary leadership Training must go beyond the academic and experiential to train students in total dependence on the Spirit of God, hearing His voice and following His guidance and direction to live by faith and developing an ongoing Christ-Like Character. This calls for unique and specialized curricular components.

We strive to remain cutting-edge.
It is essential that training be creative, flexible, contextualized and culturally-sensitive because many of these missionaries will be primarily pioneers and trailblazers, going into new and often difficult situations.

We focus on the Greater 10/40 Window Nations.
It was determined, at the birth of BIU, that the Greater 10/40 Window region will be the primary focus of all prayer, planning, training, concern, and challenge. Missiological Education for Trainer students for leader development will be taught on how to design and develop new training programs, to start contextualized and culturally sensitive missionary training centers in their individual contexts.

Statement of Faith
WE BELIEVE the Holy Bible is the inspired, only infallible, and authoritative Word of God.
WE BELIEVE in the Father, Son, and Holy Spirit, one true God.
WE BELIEVE in the deity of our Lord Jesus Christ, in His virgin birth, His sinless life, His miracles, His vicarious and atoning death through His shed blood, His bodily resurrection, His ascension to the right hand of the Father, and His coming personal return in power and glory.
WE BELIEVE that man was created in the image of God, that he was tempted by Satan and fell; that all, following Adam, have sinned and become guilty and sinful; that repentance toward God and faith in Jesus Christ and regeneration by the Holy Spirit are absolutely necessary for salvation.
WE BELIEVE that it is the will of God that each believer should be sanctified through identification with Jesus Christ in His death and resurrection, and through the work of the Holy Spirit be separated from the world and sin and be fully consecrated to the will of God, thereby receiving power for holy living and effective service.
WE BELIEVE in the present ministry of the Holy Spirit by whose indwelling, empowering and giftings the Christian is enabled to live a life of godliness and effective service.
WE BELIEVE in the “blessed hope,” the personal return of our Lord and Saviour Jesus Christ. We believe in the bodily resurrection of all men and women, the saints unto resurrection to life and the lost unto resurrection to damnation, eternal separation from God.
WE BELIEVE that all believers should manifest lives of faith and whole-hearted consecration to Christ and His gospel, give themselves continually to prayer and intercession, and fulfill the Great Commission to go into all the world to make disciples of all nations. We believe that the power of God is sufficient to meet every need arising out of service to Him according to His will.
